If it works for you manually dragging and dropping items into the public folder then permissions shouldn't be a problem, but is there any way to elevate your permissions to owner just to make sure it's not some odd permissions issue? All emails are on the users machines and all appears okay there, but I had one Public Folder that was not in the exmerge. It happened to be in one of the users pst and is available from his machine. I copied it to the Public Folders and everyone can see the folder I copied but they can't change or add anything.
